I purchased an item. 201329260111 is the magic number for those who can use it. When I look in "My eBay" "Orders" section it shows the item with a big green tick and "Delivered". But it's certainly not delivered. In fact I'd be in awe if it was - it would set a speed record for China to Canada shipping!
Looks like the website is broken.
When I click on the tracking number for the item, it shows it as being in transit. So I don't know why the eBay website wants to say it's delivered, and wants to say it's in transit, simultaneously. Except to point out the obvious - the website is broken.
Back in the good old days, eBay had a contact link where you could let them know about website problems. I searched ebay.com and couldn't find anything. Perhaps they don't want to know. But in the unlikely event there is a website contact, let me know and I'll be happy to forward this to them.

Regardless of where its coming from, it shouldn't say delivered when the tracking says that it is in transit.
It is a global shipping item so has it been delivered to the gsp hub in Kentucky? The seller sends it there and if it has been received there, that's what might be causing the glitch??

Not sure why someone saw a US address. It is coming from China via Hong Kong post, direct, not part of the global shipping program.

"Not sure why someone saw a US address"
When checking the listing (based in the number you provided in your original post) it clearly shows:

If it was sent using the Global Shipping Program, it actually can be both 'delivered' and 'in transit' at the same time.
The seller sent it with cheap domestic tracking to the GSP plant in Kentucky. It has been delivered there.
Then Pitney Bowes/GSP put it on a truck with a few thousand other parcels and send it across the border. Any applicable duty and sales taxes have been paid, and each of those parcels has an internal tracking number, which is not particularly easy for the buyer to find.
But that's not important, except emotionally. It's on it's way 'in transit'. Canada Post will be tucking it into your mailbox Real Soon Now.
If it has been over 20 days - any you have up to 45 days for this- you can open an Item Not Received dispute* in the Resolution Centre at the bottom of this page. If PB/GSP cannot prove delivery, you get your money refunded.
But don't get too impatient, internet buying is mail order shipping. Allow at least that 20 days.
*This does not affect your seller, who does have proof of delivery. Only PB/GSP is affected.

And if it is coming from China, and more than 30 days have passed, go to the Resolution Centre and open the INR dispute.
If the seller cannot prove delivery, and does not refund*, Paypal will refund you and go after him for their money. Hard.
*Do NOT accept an offer of a replacement from an Asian seller. It won't arrive either.
