On occasion if the high bid is close then the seller may offer
a 2nd chance to you at your last bid, but they are not obligated to

If you are bidding on a Reserve auction, you can ask what the reserve is. Some sellers even put the amount of the reserve in the description.
The seller is not required to tell you the reserve.

Sometimes if the highest bid is close to the reserve, a seller may offer a second chance offer to the highest bidder. They are not obligated to do so but some may do it if they choose.
Non payers should get unpaid item strikes and be added to block bidders lists. Period.
