What happened to Penny Gallery Fees?

I listed on eBay.ca yesterday to take advantage of the one-cent gallery special, supposedly running through until Feb 7th. My gallery fees showed up, correctly, as .01cent.. This morning, gallery fees are back up to .25 cents.
