What if a buyer opens a dispute case & doesn't reply?

I have two open month-old 'item not rec'd' cases. I wrote to them saying the item was shipped marked air mail but likely went by 'surface' mail by error - it's happened before - Canada Post does this once in a while. Neither of them has replied - I am assuming they got the item - neither item had tracking (who's gonna pay $60 to send a $10 item to Russia I ask you!!!). But the case just stays open. How long does a case stay open? Thanks in advance.
