What is the best way to save on listing fees?

I usually only have about 30-40 items for sale. I like 7-day auctions. When an item doesn't sell, I re-list right away. My fees at the end of the month seem quite high. This month (Jan), I opened an ebay store to see if that will help. I find all this quite confusing, and am not sure if there really is any difference if you have a store or not.

The only thing I can think of is maybe using fewer pictures would help cut your expenses.

You sell too few items to make a store worth your while. If you hundreds or thousands of items and lots of sales, then it would worth it.
