Well, that's the short answer.
It is of course a lot more complicated than that.
When UPS brings your purchase into Canada, it is legally required to assess,collect and remit any duty and/or sales taxes if the item is valued over $20CDN. (About $16USD).
For this labour, they charge about $25CDN, more if the item is valued higher.
However.
An American can import up to $800USD (about $1000CDN) without duty.
And there are no federal sales taxes.
And state sales taxes are not distributed by the US federal government the way Canada does with our integrated sales tax sytems (GST/PST/HST).
If you sell something valued over $800USD to an American buyer, yes, UPS would be required to collect the appropriate duty and would charge a brokerage fee to do so.
