My paypal account is linked to my ebay account. I constantly add funds to my paypal account to have a balance there. I do this because i do not carry a credit card and would rather have the payment come out of my paypal balance.

Yes it will be used first.
However you will have to add a credit card eventually when you reach
your sending limit.
If you go to your paypal acct. it should tell you what your sending limit is.

You may also have to add a bank account.

As toby said , unless a glitch PP defaults balance first. Must have bank added unless you are using a site like Hyperwallet to add funds ?. With bank added there is no sending limit on purchases.
Assume you are doing so that payments are instant to seller. Can be accomplished by obtaining a Visa/Mastercard debit card from your bank and adding same as a credit card. Of course, payments hit the bank account.
