Where is Applications tab on eBay.ca ?

Trying to find this new toold eBay is bragging about:

I did not see Applications tab on .CA only on .COM, perhaps I need to enable it somewhere ?

To see which applications you're subscribed to, click the Applications tab in My eBay (currently only available on eBay.com). To see a list of all the applications available, click the Go to Apps Center link.

Seems eBay is contradicting herself. Why in the world would they be sending me such email when it's not available?

The applications tab is now available on ebay.ca.
I was signed in earlier today and the tab was not there, just signed in again and the applications tab was there.

It showed up on my account earlier this evening but wouldn't let me subscribe. I just tried it again and this time it worked.
