Why are sellers allowed to list on ebay.ca, but won't ship to Canada?

If sellers list on ebay.ca, they should sell and ship to Canada.  I use  ebay.ca specifically for that reason. It's frustrating to find an item for sale only to discover they won't ship to Canada. Along with this, they often don't have a means to contact the seller to ask if they will ship to Canada..

That is annoying.

There is a Report button on every listing. eBay relies on members to police the site.

BTW, many US sellers are unaware that they are offering to ship outside their own borders.
