While I was searching for the answer to a different problem I am having with a Tracked Packet to Finland that has gone Missing In Action, I stumbled across this page that I have never seen before on the Canada Post Corporation website. It leads to a place to report a 'lost' domestic lettermail problem.
Please note that we can only investigate individual letters that have been assigned a tracking number. For regular mail, your feedback helps us learn where to improve our delivery system. Feedback will not receive a direct response.
And
If your letter is still not delivered, please use the form below to create a service ticket to report this problem and give us feedback. Although we cannot investigate individual letters, we can use this information to help improve our operations. Service tickets will not receive a direct response.
I thought this was interesting and potentially helpful down the road which is the reason I thought I would share it.
Now, does anyone know what I can do about a Tracked Packet that disappeared from the radar at the moment it was marked as "Item has arrived at the delivery office in the destination country"? The Finland postal website agrees this was the last tracked moment too. I am fairly certain it was delivered because the buyer left feedback for me later that day but I don't like that it hasn't been marked Delivered. But since this is Tracked Packet, it has no actual delivery guarantee date, and therefore I cannot seem to open a ticket for it. Any ideas? Or do I need to call?

Knowing where to report "missing" mail is good -- if they get enough reports they can spot problem areas from the statistics -- like the letter carrier who didn't deliver to addresses in Montreal that required going up a flight of stairs.

As to your delivery issue, if the buyer is happy, then so are you.

Neither of you would be worried that paypal will tell you that in an INR case only the words Delivered count as the end result? That's the whole point of using a Tracked Packet to my mind. You might appeal to paypal that the buyer left you positive feedback so that means they MUST have gotten it but they cannot take you at your word for that. (I know, I've been there. Not with tracked services but with a claim of INR on a Small Packet last year.) A buyer leaving positive feedback does not protect you from an Item Not Received case on that item. Only Delivered does. Unless paypal decides to bend some rules especially for you as a seller and refund the buyer without taking it from your account.

I wouldn't be worried about it at all. Honestly, I try not to spend energy on worrying about something that could possibly happen....especially when there is zero indication that it is going to be a problem.
