You can only purchase from sellers who ship to Malaysia. There is a ebay Malaysia (ebay.com.my). You can also search other ebay sites and filter the search to only include sellers who ship worldwide.

I forgot about the other part of your question. You can contact a seller and ask if they would be willing to ship to Malaysia. If so, they would need to add you to their exemption list and you should make sure you know how much they will charge for shipping before you buy the item. If the shipping is reasonable and they are willing to ship to your, go on ahead and buy the item.
