So forget eBay and Paypal and go to the credit card you really paid with. (PP is just a mediator.) Phone the 1-800 customer service number and ask about a chargeback.
In future, while it is a useful courtesy to contact a seller first about a problem, if he is not immediately helpful (and an offer of a replacement is NOT helpful, but usually a scam) file the Dispute. If the problem corrects itself say with a late delivery you can end the Dispute.
