hi persian20..answer is no. ebay.ca offers PayPal buyer protection and seller are not allowed to request bank to bank except in limited categories like Motors or Industrial. Here is ebay's accepted payment policy..

Expensive bank charges as well.

Is the seller in Germany? The German eBay members use wire transfers much more freely (and cheaply) than North Americans.
If you bought from a European seller from an eBay listing, the request for the wire transfer is probably legitimate
(Although if the seller is in any part of the former Soviet empire, I would be very cautious.)
However, your bank will tell you how much the transfer will cost, and I suspect it will be more than $25. This would be a surprise to your European seller.
If the seller will not or cannot accept Paypal, apologize and ask for a Mutual Cancellation. This will free both of you from the transaction amiably and both can leave (positive?) feedback.
EBay will protect you about an item that is not described, but cannot get your money back. Only Paypal and/or your credit card company can do that.

BTW, you, as a buyer, can offer to pay by wire transfer, money order, cash, personal cheque, Canadian Tire Money, or pukka shells. The seller has the right to accept or deny the form of payment.
However, as stated above, none of these offer any protection against items that are not received or which are not as described.
Sellers can only offer Paypal or a few equivalent payment services.
