These are buyer and seller forums, and are not read by eBay support staff. You should have contacted the seller(s) directly when the items were late arriving.

The deadline to file an Item-Not-Received (INR) claim on eBay is up to 30 days after the last estimated delivery date. Your February and August purchases are well past that.

If you paid using paypal you can file an INR  claim up to 180 days (6 months) from date of purchase. You can make a claim for your August purchase -- but are past the deadline for February.

Your last option is: if you paid with credit card, you will have to ask the credit card people if you can still get your money back for a non-delivery.

There are handbags for dogs? To carry or ride in?

Paypal's Resolution Centre is at the top of your PP account page under Tools.

The first suggestion is to get in touch with your seller.

Do NOT get into a conversation. Just ask "When was this shipped? What service was used? What is the tracking number?"

A useful answer at this late date would be an immediate refund. Nothing else.

An offer of a replacement is a scam. It won't arrive either.

Don't worry if there is no tracking number, it's just a Seller Protection thing.

Escalate to a Claim.

If the seller cannot prove delivery (not shipping, delivery) you will be refunded.

And with your next purchase, mark the last expected delivery date on your calendar, so you don't waste time if this happens again.

Two in a row from August-- what was happening then?
