You have only 45 days to open a claim with Paypal.
Since you have contacted the seller, move to an Item Not Received claim immediately.
You can do that by going to the top right hand corner of this page click on Customer Support and then click on Resolution Centre.
If the seller cannot prove the DELIVERY (not shipping) of the item, you will be refunded in full. If the seller doesn't refund, PP will go after him for the money and he will get a black mark on his selling account.
