eBay to Launch Brand New Export Program in the US

http://www.ecommercebytes.com/cab/abn/y12/m08/i23/s02

Hmm, with the $20 import limit for Canadians, the new program would seem to force collection of duties and HST on items that would often get through without being collected.

So the new eBay program would seem be a PITA for Canadian buyers from the USA.

It is an opt in to join. It is for USA and for other eBay sites in the future.

How would this affect Canadian Sellers listing on eBay.com? From a Canadian seller to a Canadian buyer but it would look like an International shipment in the eBay listing and a Canadian Seller to a USA buyer looks like a domestic shipping.

More interference in how to sell on eBay. More potential for mistakes by eBay. It seems to make selling more complicated than easier to me.

Run by Pitney Bowes in the USA. dpmicro will love that ...

Is this a good thing or bad thing for Canadian buyers? I mostly buy from the U.S and I have never been charged any import or any other charges once. How does this affect Canadadians?

"""No, the seller doesn't have to use paypal shipping. The buyer has to pay with Paypal but paypal shipping isn't a requirement.""""

With the exception of toby and those few sellers who would be happy to get more Canadian buyers....................

If that is true, is there anyone here who doesn't think that this will impact them in a negative way?

I know that my buying would be limited to items under $20 and that I all but stop buying on line.

I also know that most or all of my European customers would no longer buy from me.

Note that with the exception of Australia the countries picked out for this treatment seem to all have $20 limits.

For me, of all the changes that have been made, this would have the most impact on me.

............. but for Americans wanting to ship of the States the impact would be HUGE.

This would really hurt them ............. and not only ebay but all  online venues.

Again:  Is there anyone here who not be impacted by this in a negative way?

Look carefully at the following...

(1) The destination countries that are on the list of ship-to countries.

(2) What CANNOT be shipped using this option.  They remove  the bulky items... and  the breakables

You can "Opt-In" to the program  and use it selectively... or not at all.

Also note that the agreement is with the buyer NOT the seller...

Right now  this option should be a

"Wait and See situation"

I know of a large seller of books who ships everything going to Europe as a single unit... ONE BIG BOX....  and the company then disperses the individual parcels  throughout the many countries of Europe.

''''The Global Shipping Program will eventually become the default international shipping option, first for U.S.-based sellers, and later for all sellers."""

On the one hand I just don't beleive that............. but on the other I'm floored by some of the changes that have been made even though I thought they would never happen.

Thing is:  we've been warned that it might happen, and the time to make the necessary changes is now.

You never know.

Yes, I just saw that...........

You're right, there is some indication that the buyer will have  the last word but that information is buried in there.

I guess that the plan is that the system will eventually offer it as an option to every buyer.

With that in mind:  You're right................. Wait and See is the way to go.

All one can do is wait and see.

But the really disturbing part is the statement:

The Global Shipping Program will eventually become the default international shipping option, first for U.S.-based sellers, and later for all sellers.

From what I read in the ebay.com forum, USA sellers tend to think it is a good thing for them. Maybe for a USA seller with a smaller percentage of sales outside vthe USA. It might increase international sales for a USA seller.

But for a Canadian seller with the majority of the sales outside of Canada, I can only see this to be a problem because of the high Canada Post rates just to send an item to a processing center.

I suppose that ebay Canada would have to make adjustments for the reality of shipping costs in Canada.

Wait and see.

Believe me, based on conversations with eBay " customer service ", the last thing eBay cares about s the cost of Canadian shipping.

It does seem like this is being implemented soon.

In the ebay.com USA online Sell Your Item form, there is a new Item Specific that is called "Country of Manufacture" with a drop down list of world countries (very confusing sort order I must say). It also says  underneath "Telling us the country of manufacture helps streamline customs clearance if the item is sold with the Global Shipping Program."

This appeared on Friday but I did not pay attention to it when I was creating a couple of new listings. All the rest were relists without revisions so I did not notice the new Item Specific. Now when I am relisting and revising a listing on ebay.com, I see the new Item Specific and that it says something about Global Shipping.

This is coming sooner than I expected based on the ecommerbytes article.

The real disturbing part for me is this one:

eBay will offer only a single Global Shipping Program service, called "International Priority Shipping."

Does that mean they will force Priority Mail even for a $5 item? That sucks!

It is confusing, but what it seems to look like it this:

For now US sellers have a choice of offering the program or not, but eventually it will be offered to all buyers.

Since it seems to be a program which the buyer has to agree to.........

The buyer who purchases an item from a seller offering this service will have the option of paying shipping only, or paying shipping plus duty, taxes, and service charges.

For Canadians buying a $21 item from the States from a seller using FCI shipping and offering this service .............

That buyer could pay

a) $4 shipping, or

b) pay $14+ (just a guess) for shipping if they opt to pay taxes etc. at the time of purchase.

Something like that..............

Is there even one buyer out there who will choose option b?

I don't think so.

In fact........... a lot of buyers will just decide to ditch the sale altogether becuase it's too complicated.

When shopping stops being fun, we stop shopping.

......... Another Scenario:

Canadian (or whatever) buyer buys i$21 tem from the States with Free Shipping.

The bill comes and the buyer is asked to pay at least $30 for this item.

The extra would be for the government plus PO handling fee........

Then............

I have no idea what the extra charge would be for such a service, but it can't be free............. can it?

I find that ridicuconkillous, specially reading that it will be mandatory.....

If ever implemented in Canada, i will find that a great hurt to sales outside Canada.

As a buyer buying mostly from USA, it will put a stop on me buying from e-bay.

Lets see here :

The way it works now, sellers takes his S&H fee and ships the goods, usually without any trouble crossing border or customs fees.  So everyone wins.

The way they want to make it work : Sellers takes his S&H fees and ships, Pitney takes its S&H, processing fees and what not to make money out of it and ships.  Thus the buyer paying twice S&H and having to pay custom and duty fees, which normaly would not be paid....  Too many hands in the soup will make the soup turn sour....

yes of course it is a very, VERY bad thing for Canadian Buyers, and a very VERY bad things for american sellers that depend on out of USA sales.

Slowly e-bay killing itself ?

Any word from e-bay about this thread ?  Or are they too bowed down to Pitney to notice that they are going the wrong way.

Well we use custom brokers very often, and we have a fixed price for duties.  Everytime we use our broker, wether inbound or outbound we pay a flat fee of 30$.  Of course the set-up they want to implement would have much higher volume of brokerage done, so price would be lower.

But if they handle and do brokerage on every single package, I think the buyer will end-up paying for Pitney at least 10-15$ brokerage fee + Shipping + Original Seller's S&H fees.

So yeah, for a 21$ item with free shipping you could still have to pay around 20-25$ to Pitney....

There would no longer be a handling from the PO .............

but as you said the handling fee from P-B would probably be much higher.

The keywords to this process..

Restricted to certain countries...

and to the exclusion of certain items that cannot be shipped.

Buyer will have the option.

An example of default.

on eBay.com the maximum shipping for books within the US is set at $4.00.... This is the default

The option is using eBay's postage calculator  which can give a higher value and an option other than media mail

What do you mean there would be no more handling fee from PO ?  I take it PO is being the seller.  Of course there would still be S&H charges from the seller.

I'd be damn if i would sell on e-bay and not be able to charge my hadling fees anymore.....

PO is the Post Office.

Curremtly, the Post Office charges a handling fee when they collect taxes and/or duty.

If they are not collecting those fees, then there will be no handling charge from the PO.

True about Post office, but those were very minimal, and read from another post somewhere, Canada Post is loosing money from it, but it's goverment owned, so it belongs to us, and paid with our tax money, so I prefer them to loose money than to have to pay Pitney.

But to have to pay Duty and brokerage, and handling to Pitney i assume that they wont want to loose money, so those charges will be made for them to make money.

The program is just starting out so it will be an opt in for now and may be implemented for all it seems.

The restricted countries and excluded items may be expanded later as the bugs are worked out.

Since it is buyer driven, the inexperienced buyer may turn it on and see high prices and simply not buy.

But if implemented as I currently understand it and expanded in the future, it does not help Canadian Buyers or Sellers.

Wait and see.
