Why are U.S. sellers asking so much for exportation fees? Last time I checked it was 14%. Some sellers ask up to 50%. And first of all, why do SELLERS ask for exportation fees and not Duty canada?

I assume you're asking about the global shipping program -- lots of other threads discussing GSP and it's flaws. The GSP money fee goes to Pitney-Bowes (the GSP administrator) not the seller.
The US seller ships the item to the Pitney-Bowes warehouse in the USA, then taxes and duty are accessed, and handling and shipping for the rest of the trip. Taxes and duty are supposed to be handed over to the CBSA (Canadian Border Services Agency). Biggest problem is that a detailed list (of taxes, duty, handling) is not provided -- so the buyer can't check for mistakes.

Tell sellers that use the GSP (taxes and duties are displayed in the listing right under the shipping costs) that you will not buy from them as long as they are using the GSP. Many of the sellers are unaware of the excessive fees that are charged to the buyers with this program. The GSP provides sellers with incentives to entice them into using it. Of course it benefits Pitneys Bowes with the fees more so than the seller.
Non payers should get unpaid item strikes and be added to block bidders lists. Period.
