how do you report a seller that did not send item but kept stalling till time limits were up

If you are past eBay and PayPal time limits to file a claim, then if you paid through PayPal with a credit card, you might be able to do a credit card charge back. Time limits on a card is longer, maybe up to 180+ days. Look at the back of your credit card to see a customer service phone number. Have all information ready when you call.

Thank you for the response pocomocomputing but it isn't so much the money i'm worried about. It was under $10 i'm just afraid that this person is doing it to others, so wanted the person reported so they could keep an eye on them. I can't leave any feedback as time limits are up but they led me on asking me to wait and saying that they resent the item twice until the time limits were exhausted.
