Sellers can file the Unpaid Item Dispute 48 hours after the listing closed. Once filed, the buyer has a 4-day grace period to pay. If he doesn't, the seller can close the dispute, giving the buyer a non-payment strike. Two strikes will get buyers on most seller's blocked list.
When in a bind like this, contact the seller about the mail hold-up. He may be understanding and allow you a short extension on your payment.
Good luck!

Hi jful, Is it Item Number , the telescope. If so, you won that item on June 13, three weeks ago. Most sellers expect payment within two-three days. Have you communicated with your seller? They don't have a ton of selling experience, but it seems they would have filed an Unpaid Item complaint against you by now. The can open one two days after the end of auction. See this eBay Help page: http://pages.ebay.com/help/policies/seller-protection.html Your seller had a good underbidder. Had you immediately communicated with them, they might have been able to sell the item to the underbidder. You don't say how the mail has let you down, but it's not your seller's fault. If you can't pay, you need to cooperate with your seller to resolve this however is best for them. Perhaps by agreeing to a cancel transaction request. http://pages.ebay.com/help/sell/cancel-transaction-process.html Good luck to you.
