I've been trying to update my return policy so it has more detail and specifies that returns must be in original packaging etc etc. I have finally figured out how to do this using a business policy that I drafted, but It wont let me apply the policy to any of my listings. Does anyone know why?

Full money back if the item is defective or not functional. If return is desired for other reasons, 10% restocking fee will be deducted from the refund. Please contact and get return authorization prior to returning any items. Items need to be returned in the original unopened package in order to get full refund.
Don't get too technical. Your buyer will not read it and a potential customer may get turned off by negativity.
Actually, some of that is covered by eBay's standard returns policy.
And some is not enforceable. Buyer's can start a claim without your permission. If an unhappy buyer, no matter how unreasonable, returns an item with Confirmation of Delivery, you will be forced to refund in full.
On this ID you have no feedback as a seller. Frankly, you are trying to solve a problem that does not exist. Work on making sales. Get your feedback up.

Which also means, don't dropship. Don't sell anything you don't have in your own hands, that you can't describe yourself , and that you don't package and mail yourself.
If you do get a return, if the item is useable, just no longer New In Box, you bought it for less than you sold it for. You put it up for sale as 'used' at a lower price and recoup your costs. It happens, just not very often.

I don't think a restocking fee is enforceable if the buyer files a not as described dispute.
