I answered your other question as well. I don't know that ebay will allow you to close your account when you have outstanding transactions on it. I would suggest that you need to clear-up the other matter with that seller first. Sellers pay to list and to sell so it costs a seller real money when a buy clicks 'commit to buy' and that payment due to ebay will be the way your seller pays their bills for using the sales platform.

The public info might not be available when a seller leaves, but you can be quite sure that eBay keeps all the old info for their financial records.
