Since you have unsuccessfully tried to contact your seller it is time to open an Item Not Received case here:

If the seller cannot prove delivery, you will recieve a full refund.

Do NOT close the case until you have either the item or your refund.

If the item arrives after the refund, you can repay the seller through Paypal's Send Money feature.
