tax table Payments from buyers section not showing

Hello,

I am trying to follow the instructions on how to setup a tax table.  

To set up a tax table:

1. Click My eBay at the top of most eBay pages. You may need to sign in.

2. Place your pointer over the Account tab, and then click Site Preferences.

3. Click the Show link in the Payments from buyers section.

4. Click the Edit link in the Use sales tax table section.

5. For any where province you want to charge sales tax, fill in the sales tax rate. If you're also required to tax shipping and handling in that province, select the Also charge sales tax on S&H check box.

6. When you're done, click the Save button at the bottom of the page.

   Unfortunately on step three I don't see anywhere "payments from buyers"   Can someone point me in the right directions.
