so I bought this item on eBay from a seller, it was a jacket. Its been 2 months since I purchased the item and it still shows that the seller hasn't shipped the item. Displeased with this service I had opened a request to return the item on the resolution center. Its been 2 weeks and i still haven't received a response from customer service. what do I do? i also contacted the seller several times, and haven't received a response from her as well. I don't know what to do, and all I want is a full refund.

After all this time there is no point in continuing contact with the seller. That's just trying to shake a rat out of a weasel. It is obvious the seller did not mail the item, not if it really has been 2 months like you say, - particularly when the seller is now ignoring your messages.
You said you opened a case for "request to return"?? How can you propose to return an item that you do not have?
Did you attempt this on ebay, or from your paypal account? At this late juncture it is unlikely ebay will do anything but you can get help from paypal.
What you need to do is open a claim for an Item Not Received. Can you go back an change your claim if in fact you inadvertently went for 'return' instead of 'not received'?
You have up to 180 days (nearly 6 months) to get help from paypal. The following blurb explains paypal's buyer protection with a link to the Resolution Center:

You may need to call and explain if you mistakenly filed to return an item when you meant to get your money returned for an item not received. No more dithering, -- take action now.
If none of that helps and you paid with a credit card, you can call the 1-800 number on the back of the card and inquire about a chargeback. If this is your option, you will need to have all the transaction details on hand when you call.
You have a low feedback score so that makes you prey to scamming sellers who know you will be unfamiliar with how to seek recompense. For future reference have a look at this info page about what to do when there's a problem, and don't let this happen to you again:

You are going to have to call ebay Customer Service now. If you really opened a Return request, you will need to clarify it didn't ship OR they will close the case in the seller's favour because you have not made your return 'on time'. Talk to a rep, be patient and listen hard, and clarify you need a REFUND for an ITEM NOT RECEIVED.
