You can open an "Unpaid item Dispute" after 4 days.
You can open a dispute up to 32 days after the transaction.
If you waited longer than the 32 days then nothing can be done.
Why would you wait that long?

You are charged the eBay Final Value Fees.
The bidder may continue to ignore you, but wait until day 45 (or better Day 46) before you relist, since he might possibly maybe actually pay up before then and he can still Dispute if you have resold the item and do not send it to him.
Oh, yeah.
Put him on your Blocked Bidder List.
