bought on item on ebay- shipping was 15$ which I paid...item is defective and will probaby have to be returned...whose responsibility is shipping to return, and should I expect my refund before I ship item back?

Hi .. Some sellers will pay the return but most won't will not. One can always ask. Seller will not refund without having received the item. Heavy/to Asia etc can be very expensive.
To have Buyer Protection the item must be returned with on line tracking as required by PayPal. Claims must be filed within 45 days of payment. Always file by day 43. To receive a full refund, PP requires return at your expense.
If deadline approaches and seller has not refunded, open a dispute in the resolution center of your PP account.

If item was sent to you defective, SELLER should pay for return shipping. It is sellers responsibility to ensure all items they sell are working, unless otherwise stated,( ex. for parts or not working catagory.) Since your s/h fees weren't cheap, I'd press the issue home with them.

The Standard Practice, based on Paypal's policy that the buyer pays any return postage, is that the buyer pays return postage.
The Best Practice, if the defect is the seller's responsibility (poor packaging, not as described -eg a red sweater purchased but a blue sweater sent, manufacturing defect of sealed merchandise) she should pay the buyer's return postage.
Standard Practice would usually only be used if the return is for Buyer's Remorse. The item is smaller or heavier or bigger than the buyer imagined - although the description gave the dimensions. The red sweater is cherry but the buyer's monitor showed it as scarlet. The buyer got another as a birthday present after paying. No refund on return postage.
Whatever the reason for the return, be sure to use a Delivery Confirmation service. Within North America this is Expedited Parcel. Overseas it would be ExpressPost International.
