Hi debra327,
The Turbo Lister Import functions are not designed to import a file that is created outside of the program.
Working with CSV files can be tricky, especially since they are so unforgiving of errors. Unfortunately, we're not able to provide members with detailed troubleshooting help,
File Exchange tool is designed to work directly with CSV files. eBay File Exchange enables medium to high-volume sellers to list and revise in bulk on eBay by submitting a single flat file and to receive sales status information in a standard flat file format.
For more information about File Exchange, including how to sign up for the tool, please go to the following link:

Create 1 listing on TL and you would have to download the Turbo Lister CSV file and then copy and paste the excel information into the TL file under correct columns.
Depending on how many files you have, it could be a great deal of work.
I would try 1 listing and then upload to TL to see what you have.
Good luck

You may be putting the cart before the horse, because as a new seller, you will have restrictions on the number of listings you can list per month. May be just as quick to use the Ebay listing form for each listing.
