i purchased a item and the carrier is ips will they charge me for another import fee at my door even though i purchased a item with a import charge included at checkout?

Never heard of IPS, but if you purchased from a US seller who uses the Global Shipping Program, NO.

You only need to pay once and you did that before the seller even shipped.
