Import fees when I'm making offer is $38 but when offer accepted the final import fees jump to over $60... how could it not the same when I offered? now it became more expensive than I wanted to spend.

Import fees are a payment to the GSP** which covers Canada's duty (on any purchase over $20Cdn/~$15USD) plus your province's sales tax plus a service fee of about $5USD.
The reasons it might rise are:
If you have not yet paid, contact the seller again and explain your problem.
Do remember however, that those import fees are still what Canada expects you to pay at the border. (Or on your doorstep, or at the PO.)
And whether they are $38 or $60, the amount will still be the same*.
CBSA overlooks small and inexpensive imports on the basis that it is too expensive to assess the fees. But your purchase is probably higher than they will pass if the import fees are even $38.
*Well, actually, higher, because while GSP has a ~$5 service charge, Canada Post wants $9.95 for collecting the fees.
**GSP collects from you, but on the paperwork the fees are paid by the GSP.

Are you comfortable sharing the listing number so we can try to figure this out from the information on the listing rather than making educated guesses?
