Hi gkl-account. 

 

It looks like your follow-up questions have been answered already. So I don't really have much to add. 

 

Except to say that I believe the best thing to do is cancel and re-list, as opposed to change an active listing (if you want to make a change like GSP to USPS). This is because with a change I believe there is a 24+ hour waiting period for the change to take effect.  (marnotom! will surely correct me if I am wrong on this point ....)

 

Lastly, while the GSP isn't quite as "customizable" as some sellers might like, I don't think "all or nothing" is accurate either. For more on how sellers can customize you can go here:  http://pages.ebay.com/help/sell/shipping-globally.html#offering

Sellers are opted into the GSP by default when they agree to the UA, User Agreement.

 

Recently seller, that have opted out of the GSP, report being opted in after "clicking to accept" a listing promo.

I said "used to be" because I haven't seen a listing lately that offered the buyer a choice between UPS and USPS, so I can't definitively say that it still works the same way.

 

I was assured by a seller that they couldn't offer multiple options for shipping if one of the options was GSP.  (i.e. - As soon as they enabled GSP shipping, they couldn't have other shipping options available.)  That is why I called GSP an "all-or-nothing" option.  From the link that bennett4612 sent, the seller may have been wrong on this count, but it is not entirely clear.

Thanks for your response.  The most important (to me) question of how to actually change a listing (so that I can pass the information on to a seller  who would be willing to ship USPS but doesn't know how) was only answered with the link in your last response.

 

One point of clarification that I would like to ask.  In the Using the Global Shipping Program document that you sent the link to, it talks about setting up "up to 4 international shipping options in addition to the Global Shipping Program".  Does that mean the the seller could offer USPS shipping to Canada in addtion to  GSP to Canada, or does GSP trump any other shipping method to a country?

Same happened with me on two occasions, one being today. Purchased something then saw an additional $20, totaling to approx $85USD. I didn't see the GSP charges on the liisting, they appeared POST auction END. Stupid, I know.

While there is a sneakily placed and designed "I agree" button at the bottom of the UA update on .com, a read-through the UA explains that the button means that you agree to enrolling in the Global Shipping Program, blah-de-blah-blah.  If one agrees to the UA, they don't actually have to do anything but continue to use the site.

My understanding is that it's either the Global Shipping Program in the listing, or the seller's own chosen shipping methods.

 

You can also customize which countries you'd like to ship to through the Global Shipping Program. This option allows you to select which international shipping service you would like to use for certain locations, so you can choose between the Global Shipping Program and alternative shipping services by country. Buyers only see one shipping option based on your selection.

 

For example, you can set your preferences to ship to Canada through a standard carrier that provides international service, but still use the Global Shipping Program for the remaining eligible countries.

means that the import charges will grow as the bid goes higher

 

If the current amount is low (less than 10$), there is no import charges. According to canadian laws, import charges starts when item is 20$ or more.

I have tried an auction bid  or two to see what happens and it is not possible to place an auction bid without at least looking at the page that defines the buyers terms and conditions for the GSP.

 

My experience was that unless a link to the GSP terms was clicked, the bid, if it would not be the high bid, was accepted, but if the bid would be a winning bid, it was not accepted unless you first looked at the T/C page.

 

Of course, simply not reading the page and clicking back immediately was all you need to do.

Canadian law??

 

Canada Post charges $9.95 handling fee for postal imports when tax is collected by Canada Customs.

The fee charged by Canada Post has nothing to do with the law!  Actually, technically if you import a book for $10 and Canada Customs assesses GST on the book ($0.50) you still have to pay Canada Post $9.95 handling fee. (PS - There is no $20 exemption on books)

 

Where is your Canadian Law" in this case?  There is no such thing.

 

We all know GSP is bad for most purchases by Canadian buyers.  But, please, keep your comments factual.

Yes and no.

 

In an auction (a minority at eBay since most items are sold at fixed price) there will generally be no "import charge" if the bidding (and the Buy-it-Now) is below the equivalent of Cdn$20.00.

 

However, a $4/$5 fee to Pitney Bowes is included in the shipping charge.

 

Once the bidding exceeds the equivalent of Cdn$20.00 the "import charge" appears.  It includes  duty if applicable, GST/HST/PST based on the province of the buyer and a $4/$5 handling fee to Pitney Bowes.  At this point, the shipping charge is reduced by the same $4/$5.

 

Why is it done this way?  Because Canadian buyers were complaining about a handling fee being charged by Pitney Bowes for items with a value under Cdn$20 (comparing to the charge from Canada Post).

 

Is it a perfect solution?  NO.

 

It would be best for eBay, PayPal and Pitney Bowes to show all charges individually so buyers know what they are paying for.

Some people on here say the listing shows the seller is enrolled in the GSP. But I use the .ca website, is this the reason I can't see if the buyer uses GSP? I am not seeing that information on my end unless I need a new pair of vision glasses.

The only time I haven't found it clear that a seller is using the Global Shipping Program is when I've been viewing listings with eBay Mobile.  Otherwise, it seems pretty apparent to me, although it seems that its appearance on the page may vary depending on your browser, its settings and stuff that's within eBay's control but not yours.

 

This is how a GSP listing page appears to me:

You'll see that there's a note about the Global Shipping Program and a link to further information between the bid area and the Shipping information.

 

There's a few other clues such as the line on import charges and a reference to Pitney Bowes that I couldn't include with my cropped screenshot.  That's a little bit below the "Delivery" field on the listing page.

 

If you view search results with "list view" rather than "gallery" you'll see another clue.  Compare these two listings:

The listing with the subtitle "Customs services and international tracking provided" is a Global Shipping Program listing, while the one without that subtitle is one where the seller ships directly to the buyer.

 

And, yes, all these screenshots were taken from the .ca site.

Pitney Bowes:

 

Hi All,

 

Since a long time I decided once again to buy something overseas, in the USA.

Paid more for shipping, due to GSP and saw on my Paypal Account that the largest half went to a company named Pitney Bowes....for shipping.

 

The seller cancelled the transaction because it wasn't worth going through all hassle, shipping to Europe, for a small amount, (I quote).

She returned the money....BUT...only her part. The rest remains with this Pitney thing and although PP advises to contact sellers and stuff.....there's no way you can get in touch with Pitney!!

 

Called PP, who says it's an eBay thing. I'm afraid I'll be paying the same again for all this phone calls 😉

 

Has anyone experience with getting back expenses which aren't going to be used by Pitney for shipment? Or are they just keeping the money, shipment or not....:(

The response was to a buyer in Sweden, but I don't know if the numbers are toll free from Europe.
