Are customs duties included in this price? Item is shipping from US to Canada. Thanks

Also, there is a significant (0.73 to 0.70) difference between the rate change from the selling page and the checking out page. Is this legal? Feels like false advertising. Thanks

You're probably purchasing an item that isn't subject to duties, such as a laptop computer.  If this is the case, than the charge of no duties is accurate.  Check an online duty calculator to make sure.

 

As for the exchange rate, the converted price is considered an approximation and should say as much next to the converted price on the listing page.  What you see there is the midway point between a currency's "buy" and "sell" rates.  What you're seeing at Checkout is the exchange rate that PayPal is using, which is closer to the rate for selling Canadian dollars for US dollars and closer to what you'd probably get if you paid directly with a credit card (unless you're dealing with the same Big Bank as I am for my Mastercard and getting charged stoopid exchange rates).

Remember too that retail exchange rates change rates, the ones charged by banks to we customers, will change daily.
On the world market those rates can change minute by minute. My late nephew made his considerable fortune buying and selling currencies for a firm in London betting on changes.

You should note that if this is something with a lithium battery, there's a decent chance you won't receive it and will have to make an item not received claim. Based on what we've seen here on these forums, it seems like eBay's international shipping program has issues with anything containing a lithium battery.

Buyers need to be aware, know and understand the workings of and what is involved regarding the shipping systems when making any purchase from the USA , especially so with products accompanied by lithium batteries and/or other such restrictions that may apply for goods entering Canada. Purchasing such products from the USA Is NOT always the best choice., whether it is the "best" deal/"best" price,etc.

NOT everything is as it seems...and that includes applicable taxes,etc,etc.as well as what Customs /CBSA deems as admissable or inadmissable to Canada.

We’re getting off-topic here, but FWIW, it looks as though eIS’s policies on dangerous goods and lithium batteries were clarified in an update to the eIS seller terms and conditions in late July:
