OK....this might seem silly to some but hear me out
My logical way of thinking is the sponsored add should show at the top (this is supposed to be the premise)
Well why do other non sponsored listings show ahead of mine?
I can understand that some sponsored listings might be ahead of mine depending on the amount of percentage you apply..but in the end if you promote a listing even at 1% is should still show at the top of the page ahead of other non promoted listings..or at least that is my understanding of how it is supposed to work
I have found several instances where my promoted listing is showing under like 10 other non-promoted listings(or at the very least they don't show them being sponsored)
I don't get how this works then if a non promoted listing shows ahead of mine in the exact same category and basically same title description or same search words used???
Anyone help a Monkey out lol....I'm confused...and not my normal every day confusion lol

Promoted listings are sprinkled amongst the non- promoted items in search results.
I don't recall off the top of my head but 5 or maybe 8 promoted listings will be returned in the search results, again scattered amongst the non-promoted items.
Your % postitions you within the other promoted items, so if your % is the highest, your item will more often show up amongst the 5 or 8 promoted items displayed in the search results.

Just chiming in here to corroborate @ricarmic's understanding. 🙂
Promoted listings have designated 'positions' within search results. If your item would usually be lower in results than one of the sponsored slots it has the chance to appear there based on a number of factors (your ad percentage, the competing rates from others, etc).
Sponsored listings are a way to get exposure for your item that may not have organically placed as high in results, but is not meant to replace organic search. If your item would naturally place in the first or second search result on its own merit it will still show there (unsponsored).

It's very simple - they make money for eBay!!!!!!!!!!!!!!!
