Is there a glitch with 'send offer' that is giving FREE SHIPPING to customers by mistake?

I just had a customer accept a 'send offer'.  My listing has free shipping within Canada, but $35 shipping to US.

As you know, the send offer form allows you to enter a $ figure for the item, but there is nowhere on the form to change the shipping. On the righthand side, it shows the offer price and and says plus shipping and taxes (or something like that).

I had a US customer accept the offer, then get upset because they thought that it was free shipping. They sent me a screenshot. Now, I think this is likely because they had their location set as Canada (even if just at the top of search, so that the Canadian shipping costs would have shown---they could have done this by accident or by design, or ebay could have done it).

Now I have an annoyed customer who feels entitled to free shipping.  Has anyone else experienced this? Is there some sort of glitch going on? I use this function daily, and don't want to send out any more offers, as I ship heavy items worldwide. Sometimes the postage is as much as the item.

You use this function "daily", how many times have you encountered a buyer who didn't want to pay the added shipping? Why would you stop doing something that apparently was working for you just because one buyer failed to read the clear notice that offers don't include shipping?

Simply tell the buyer that offers don't include shipping and your free shipping in the listing only applies to orders going to a Canadian address. if they don't want to pay for the shipping then cancel the sale.

The buyer should have seen the correct shipping on their end even though you see the Canadian shipping on your part of the message.  I know when I send thank you messages to buyers I always see the Canadian info, not the US shipping info.   I don't know why the buyer would have seen free shipping in this case but as recped said, if this is the first time you've had the problem I wouldn't stop sending offers because of it.

He didn't see it because he didn't want to see it.

You can offer to cancel the transaction "at buyer request" since the total price is over his budget.

Canceling at Buyer Request has no penalty for you.

An unhappy buyer who pays is very likely to find a problem with the item leading to a demand for a partial refund ( of $35 oddly) , or other problems which cost time and money to straighten out.

As a preventative, I will use the text box in counter -offers to confirm that Best Offer never includes shipping charges and that I cannot change the shipping charge which is based on the buyer's location.

You could ask if the buyer also has a Canadian address where free shipping does apply.  Nah.  That would be salt in a wound.
