That would be super annoying. I hope that you are deleting them without reading them and not responding to him. Do you have your preferences set to stop blocked buyers from communicating with you as well as having him on your blocked bidder's list? That setting is near the bottom on the following page. They are still way that they can contact you if they really want to but that setting may help.

The person does sound like a jerk so its probably best that you didn't sell to him. But just in case you don't know, if they had changed their address to the Canadian one before they paid, you would have had seller protection if delivery confirmation showed that it was delivered to the address that they used at checkout.

Your can recognize his ID, so just delete the messages without reading them.
The Block will not allow him to bid on any of your listings.
He is annoying but he cannot do anything.
Also, if necessary, you can Block Mexico as a destination you will ship to. Their postal system is pretty sketchy anyway.
And should he manage to buy, you can Cancel the transaction as "Problem with Address". since you do not ship to Mexico and have this particular customer Blocked.
And be kind. Obviously this lad has some mental problems. But you don't have to deal with him.

If their ID is blocked, he wont receieve a best offer. I have tested it out but blocking someone I expected was watching an item and the best offer was sent but never showed up in the sent section after the fact.
As for blocking buyers and communication. eBay in all their wisom disabled that feature even though it shows as a function it doesnt work. It used to years ago when you blocked someone they couldnt message you now it doesnt matter then can message all they want if they are blocked.
You could report that user to ebay by calling, but really its kind of useless. I called once for a similar buyer messaging me like 40 times and asking for transactions to be taken on ebay paying with EMT. They are still on ebay to this day making purchases and they can still send me messages even though they are blocked. Its a flawed system really. In my opinio reporting people sadly is a wate of time and usually doesnt yield much result

Never bother with the phone support. They are nice people but they are also sub-contractors with no authority.
Go to Twitter or Facebook or use the Chat function in the Security Centre.

If a Blocked member has had any communication with the Seller, he can continue to send Messages.
But he cannot bid or buy with that Seller.
It's beyond annoying to see the same old same old, but we can delete the Message without reading.

@reallynicestamps - thanks for the tag! High level, you are correct: if the option is selected a blocked buyer cannot send new messages to you, but that does not include old message threads or (for whatever reason) sending questions on currently listed items for sale.
The rumors I've heard is that the messaging system is something on the radar for an overhaul/enhancement, and I know that this pain point has been sent to the product teams multiple times. Hopefully we'll see things improve in the future!
As to the unfortunate situation you're dealing with @321continuegames - if this happens in the future please consider contacting CS so they can review and take action on their end. I do usually prefer to have you contact via social media at the links ReallyNice shared - you don't have to wait on hold and I know that team well and trust their training and abilities.
For now, thought, I've gotten this reported on your behalf to the right team, so they'll review and take action as appropriate!

It's been over a week now. I appreciate you passing the message along for me and in the future I will contact them on Social Media. Great news of a messaging overhaul.
