Promoted listings are charged on the full transaction amount, including shipping and tax. If you go to Payments and click on All Transactions (on the side on desktop), then click on one of the ones that says Ad Fee Standard it'll give you an exact breakdown.

The social media Chat accounts are covered by trained eBay employees with some authority.
And you get a transcript so you can compare what you heard with what you were told.
That last can be a problem since we all prefer to hear ourselves told we were right.
With a transcript, that is less likely.

Hello,
I know when I go to use Promoted Listings there is a suggested amount that automatically populates. When I go to change the amount to my desired Promoted Listing it will revert back to the suggested amount. I usually have to wait 2 seconds before amending the suggested limit so that my limit will take otherwise it will revert back to the suggested amount. If your moving quickly you can miss this change espcially if adjusting the promoted amount is the last thing you do right before you hit list which is right below.

To clarify, I was doing the math on the items only, and not the total sale.
