Since Stallion is going to take 2-3 days to get back to me, I'm wondering if anyone knows...
They want three things, Exporter, Importer and Producer.
Exporter is me.
Producer I'm assuming is the manufacturer of the item (which will be in the SKU I created)
Who is the importer when you sell on eBay? It's a different importer with each sale, but it's not looking like I need to do a new certificate with each sale, or do I? I was told by Stallion that once they approve my certificate one time, that SKU is good to ship items to buyers.

Importer would be the buyer.
Now a question, there is no actual standard CoO form, CPB does have a sample form on their website but most customs brokers use there own forms which is the same in the important ways but different in some other ways.
Which form did Stallion send you (post it here or via PM)?
The CPB sample (link below) allows for "blanket" forms, when I filled this out for Stallion back in March I used "Unknown" for importer and "Various" for producer. Stallion never got back to me about the form I submitted to them so I have no idea if it's acceptable or not. When you select USMCA the form defaults to USA for Importer Location and Canada for Producer. I don't think you can change those fields

If you go to that link and load the form (pdf) you need to look in the upper left for the Box "select country", click on that and scroll down to USMCA (aka CUSMA).
I haven't followed up on this with Stallion because at the time the de minimis was still in effect, when that changed I thought I would be able to use the USC 50 1702 exemption which would cover everything I sell regardless of country of origin (excepting China/Hong Kong perhaps?). Since Stallion hasn't confirmed that yet with CPB or their brokers I may try again for the CUSMA exemption which would most but not all of my listings.

I got this form:
There's an option on Stallion's site to have them generate the form (or you can upload this document). The generated one puts me as the importer, and it's supposed to be used for product groups that fall under a certain HTS code (with that specific manufacturer).
I filled one of these out for a product I need to ship this week and I'll see if it's accepted. I should have done this first instead of uploading my form to 15 different SKUs for approval, one's wrong, they're all wrong. I'm trying to get it done correctly once so I know what to do for next time.
Learning the ropes of all this tariff stuff (and now CUSMA stuff) is exhausting.
