Well according to ebay the sellers will get a late ding and they cannot appeal.  As a seller if you call CS, they will tell you that you created a bad selling experience for the buyer.  (that is what they told me when I complained about a late ding that I got).

I'm fairly sure that all UPS packages have tracking so if the package was scanned within the seller's handling time, then the seller would be penalized for late delivery.

I have no idea if UPS trucks carry mail from the post office...but if so, then the situation might be different for some of those packages.
