If you are listing on dotCOM -- particularly in the "media" categories (Books ,CDs) you cannot charge more than $4,00 for Flat Rate shipping.
If you are in Canada and selling on dotCOM, you can only use Flat Rate shipping.
If you are in the USA and selling on dotCOM, you can use Calculated Shipping and charge more than $4.00 for shipping.
If you are in Canada, and selling on dotCA, you can use Calculated Shipping or Flat Rate shipping.
And you can charge whatever you want.
Your shipping charge may be higher than your US competitors .
Or not if they are using Calculated Shipping.
So eBay is just telling you that your competitors' total price may be lower than yours.
Ignore it.
Selling on dot CA frees you from the problem and there is no point reducing the cost of shipping until you are losing money on every sale.

I am in Canada and charge free shipping to the US as well but it still says ShippingServiceCost Capped on eBay.com? Is this correct?

You tacked onto an old out-of-date thread.
The message is only a warning that you listing an item that has a shipping cap on eBay.com -- it does not check to see if you are over or under the limit -- you are expected to know.
The shipping cap was raised a few years ago to $20us or higher depending on category.
