Yestoday, an Australian buyer made me an offer of $150, with ebay's message reading:"..... Offer price does not include Shipping". I accepted the offer. Then, buyer paid the Item Price $150 + Shipping $40 (for Canada Post Expedited Parcel - USA).
How can the Australian buyer click on "Canada Post Expedited Parcel - USA " shipping option (instead of the "eBay International Shipping" option)? The Australian buyer's ship to/delivery address is in Australia. Ebay system should have prevented an Australian buyer from making such a seletion. Obviously, ebay dropped the ball.

Go into your shipping settings and check what service you're offering to Australia. For whatever reason, you probably have Expedited Parcel USA chosen instead of Expedited Parcel International.

We have found that shipping methods to defferent destinations sometimes change on their own. We have not seen it lately (past 2 months or so) however it would not be noticed and would stay that way unless you are specifically looking for these errors like we do on each and every listing and relisting or sell similar.
What happens is usa and non usa international switches places by itself.
So periodically we have to redo the shipping stuff in listings to correct this manually.Sometimes this was randomly happening to maybe 25% of our listings across 3 accounts.
Ebay is completely oblivious to this going on. You will get no help from them regarding this.
Try to do a sell similar of the item and see what the shipping stuff looks like.
In the case of your sale the aus buyer probably only had the one choice or the usa shipping became the default choice for non usa international (most likely).

A likely explanation for this situation was accidentally posted by @jtg204 to another thread by the OP:

When I click on the "view listings" for this OP, I see no items. Thats one way to solve the problem.

That's actually a glitch. The link leads to a completely different seller.
This is the link that should come up:
