With respect to the seller protections, the example of a buyer wanting to cancel a sale right after a purchase, if you don't accept the cancellation, you will run the risk of having to accept the return for what may be an unjustified reason.  Better to cancel the transaction and perhaps block the bidder if the reason (e.g. found it cheaper) would only lead to an eventual return.

Re: When updates go live and the subject of links.

 

The link for EU & UK Regulations (from 2023 that go into affect at end of 2024 is not valid. That would be the most still relevant link if that is connected to Product Safety Regulations. Appears a number of other links are no longer valid as a side note on that page.. You get a that site is no longer valid. A working link can be reached via help if one does a specific search. 

 

As a side note the link on main hub page still hasn't been corrected for Pay no insertion fee for 250 auction-style listings in collectible and fashion categories.

 

Brings you to tax and import charges page. When these help pages are created for especially for dot ca is there testing done before going live?

Devon will most likely not see this message until early next week because he most likely only works weekdays. As for the item you are attempting to purchase the seller has put their listings on holiday. They may not have access to another shipping method with the current ongoing strike. In some areas of Canada there just aren't reasonably priced alternatives. You can "try" to message the seller to confirm what their current situation/plan is going forward.
