So I sold an item through the buy it now option, and I thought that if someone bought my item, then my funds would show on paypal automatically as pending funds. I personally don't trust the buyer as they have just created their account, and live overseas in the eastern European region. How do I give this guy a refund?

under buy it now you can check off pay now when you list,thus avoiding these problems because then it wont go through without payment.

The buyer has paid but the funds aren't available to you because you are a new seller? Or is there another reason?
To refund, go into the transaction in Paypal and use the refund link there. You may receive a defect as it is a seller initiated cancellation.
It would be a good idea to specify shipping just to the U.S. and Canada on your listings until you have more ebay selling experience.

If Paypal is holding their funds because they are a new seller, immediate payment would not make a difference.

As a new seller, Paypal will Hold your buyer's payment for 21 days after it 'clears' the banking system.
This is to protect the buyer (and Paypal) against scammers who list, sell , take the money and run. And to a certain extent, newbies who are confused by the process.
If your buyer has paid, and his payment has cleared, you will be able to print a Paypal shipping label. If you can't, don't ship yet.
Clearing can take upwards of ten days.
After the payment has cleared, even though it is not in your hot little hands, you have seven days to ship in order to retain your Seller Protection. Do it. Yes, it's scary, but it will be okay.
The buyer may receive the item before the payment clears, especially an overseas buyer if you use Air Mail shipping. (And seriously, don't ever offer any other service. Air Mail or no sale.)
On Day 21 you will find the buyer's payment in your PP account. Yeah!
After more sales, this requirement will disappear.
It's annoying, but it is one reason why buyers trust eBay.
