A good site to report bad ebay buyer - http://badbuyerlist.org/

I hope I know this site earlier to prevent a $100 loss for a shipment to Europe.

Did you ship LetterPost/LightPacket? If so, yes, your item is gone.

But if you shipped Small Packet (Air or Surface) your parcel was covered up to $100 against loss or damage in transit by Canada Post.

Find your receipt and have all your information about dates and values handy. PHONE CanadaPost and ask about an insurance claim.

You may have to wait a bit until their deadline comes up. CP allows a generous period for delivery. Note the date on your calendar and call back then. Some of the clerks can authorize your refund on the spot. You get a cheque in the mail.

Just to aggravate your Bad Buyer, let him know that you have made the insurance claim and ask him to cooperate with his country's postal inspectors when they call him. Might make him sweat a little.

If you used ExpressPost or PriorityPost, this does not work as well because these have Confirmation of Delivery and CP will not pay out if they see the parcel was delivered.

for some of my small packets to USA, i claimed the items as lower value just for customers to void high duty (if they are charged with duty, they complain for sure...)

for example: the item is sold for $80, i put on custom invoice as gift $15.

If the parcel is lost, i can only claim for $15, right?

Well, if you don't ask for the $80, they can't say yes, eh?

But basically, you are swiving yourself to no purpose. Americans can import up to $200 without duty and their government is considering raising that to $1000.

There is a boilerplate statement that eBay supplies. If a buyer complains about customs in his feedback, it can be removed along with the DSRs. I don't have it here but it is at the bottom of most of my descriptions in smallish print, since most of my items are well below dutiable rates.
