I have a Dutch Delft Commemorative Liberation Plate made 1945-1950 bySociete Ceramique in Holland. It contains center panel front an image of a Herald on horseback blowing a trumpet to welcome the rising sun while his horse tramples a torn flag with a swastika. Am I allowed to list this item? I see a person in the UK sold one but when I try to list mine I get a warning.

You don't say what the warning was but if you used the word "Nazi" anywhere that might have triggered it. I see nothing wrong with the plate but listing it might depend how you word it. Most important, the words NOT to use. I looked up the "prohibited" policy for you:

and in it is the "offensive item" bit, and Nazi-related things can come into that but it sounds like your plate should be fine, just leave out any word that could possibly be taken the wrong way by the computer censor.

Yes, you get a warning.
But that is what it is, a warning.
Oddly, I just listed a postcard with a swastika (pre-Nazi when it was an innocent good luck symbol) and didn't get the warning.
Read what the warning actually says.
If you can then continue with the listing, no problem.
If the listing is actually Blocked, don't try to relist it.
The kind of people who the Block is there for (or actually against) are not going to be interested in a Liberation souvenir.
