That will come as a surprise to the many thousands of Canadian eBay sellers who have been using the service since around 2005.

Did you go to paypaldotCOM or paypaldotCA?

Also, be aware that if you are listing in US dollars  but do not have a bank account at a US bank (like CitiBank or Bank of Lower Podunk) when you transfer your US money back to your Canadian bank you will be charged a fee for the currency exchange.

If your Canadian bank is in US dollars, you will be charged that fee for changing the USD into Canadian and then from Canadian back to USD.

This actually has nothing to do with Paypal. It is a US Treasury rule in place for money laundering.

As "reallynicestamps" says - also you do not need a PayPal business account, just a regular PayPal account, to sell on eBay.  A business account will not be any more useful to you at this point.

If you are a new eBayer, I recommend that you gain some experience as a buyer on eBay, both to understand the experience from a buyer's perspective (which may help to make you a better seller), and to gain some feedback (which may help to protect you from scammers who target sellers with little to no experience).  You should also spend some time reading these discussion boards and the eBay rules for sellers.  Also the Canada Post website, since shipping is usually the most difficult thing to master when selling.
