I recently sold an item, shipped it for free from Canada -> USA with UPS, and it arrived to the buyer's location. He is unwilling to get the package because he doesn't want to pay for the custom fee. He is asking me to pay it partially. I have 2 questions about this:
1. Is it against ebay policy for a buyer to ask a seller to send money so a buyer can pay the import/custom fees?
2. What happens if the buyer does not accept the package and it gets sent back at me; will I lose the free shipping money I paid for the buyer? Or can I contact ebay to get a refund? What are my options here?

From what I've read on ebay.com, the buyer loses buyer protection by refusing the package. They can't file a not as described dispute if they never took possession of the item.
You can't get reimbursed shipping from ebay because you didn't pay ebay. You paid UPS and they shipped it. They're not charging you for the return so essentially that was free.
When you get the item back, reimburse the purchase price only, if the item was listed with separate shipping.
It is the buyer's responsibility to pay custom fees. Do not give them any money. If they leave negative feedback, do a follow up and state something like the buyer refused to pay custom fees & refused the package.
Add the buyer to your blocked bidders list.

Any negative feedback the buyer leaves can be removed by contacting eBay and showing them the emails about the duty. In the meantime, do leave a calm and factual Response.
