Buying using Global Shipping Program

I am interested in buying a listing which will cost me $39. International Priority shipping to Canada is $34.80 with an estimate of $9.00 for import charges. The seller is using your Global Shipping Program. My understanding is that Pitney & Bowes is a third party  looking after the shipping. My question is this $34.80 shipping cost --will it look after their cost for shipping or is this what the seller will receive and Pitney &Bowes will want extra. 

I find this method of buying very scary--since once you bid on something or buy it now , you are commited to buy it no matter how expensive the shipping.

Please let me know if $34.80 and $9.00 estimate  will be the total of shipping costs  or how much more I am likely to pay.

--since once you bid on something or buy it now , you are commited to buy it no matter how expensive the shipping.

 

Global Shipping Program or not, this was always the eBay policy.

 

The "import charges" are made up of the PB service fee (Canada Post would charge $9.95 for the same service), Canadian sales tax (PST/HST/GST) and possibly duty, depending on where the item was manufactured.

 

On some expensive items , GSP seems to actually be less expensive than USPS/Canada Post. It is always less expensive than UPS or other couriers who normally charge $25 customs brokerage on any shipment valued over $20.

 

On low priced items, however, Canada Post's habit of clearing without adding fees or tax makes it potentially less expensive. But you might have to pay, and you don't know how much.

 

There will be no additional charges beyond what you pay on confirming your purchase if your seller is using the GSP. If he uses USPS/Canada Post, you will be responsible for further charges on your doorstep, and the postie will not turn over the package until you pay up.
