There are a items that have an estimated delivery date of more than a month. If the product is not working/correct, do I still get a chance to refund it?

If you received the item late but it is as described-- NO.
If it has been longer than the estimated delivery time, and the item has not arrived-- you can open a Claim in the Resolution Centre for Item Not Received. If the seller cannot prove delivery (not shipping, delivery) you will be refunded.
If the item arrives after you have been refunded, you can refuse it or return it.
If the item arrives after the estimated delivery date, but does not work, you can open a Claim in the Resolution Centre for Item Not As Described.
Your will be required to return the item to the seller. He may be required to send you a return shipping label. If he is not in Canada, he will not be able to do this. Be prepared to negotiate. If you must pay for a label, use a Confirmed Delivery service. Most parcel services are Confirmed Delivery.
You may have to open the Claim with Paypal rather than with eBay. But start with eBay.
