It's possible, but probably useless.
Go to your Paypal account.
Go to the Resolution Centre.
Open an Item Not Received Dispute.
Note in the Dispute that the seller is NARU (Not a Registered User).
Paypal will refund your payment and go after the seller for their money.
If the seller was relatively new, or already had violations on the selling account, your payment may have been under the 21 Day Hold that PP uses for questionable accounts. This will speed up the process.
