Do you have to have 10 feedback before selling with BuyItNow?

This seller is brand new, yet can sell using Buy It Now. If the rules has changed (it used to be 10 feedback or more) then anyone can make a 100 fake accounts, set up 100 BIN auctions and have each account buy one from each other account, and leave eachother 100 positive feedbacks (all unique). Then they can start selling plasma TVs for "half price" and drop off the face of the Earth, a millionaire. Hey, it's been done before! If this is a new rule, it's just gotten much easier.

Have feedback greater than or equal to 0 OR

Wow, the policies must have changed, then! So, now all you need to sell fake Plasma TVs on eBay is a credit card number (real or not - it doesn't matter) and a hotmail account. I think I'm in the wrong business! Scamming, here I come!

The 10 rule applies to dutch and multiple (qty >1) BIN. I just got stung on this a couple of weeks ago for a new ID I started up ... the BIN thing.

To sell more than one fake Plasma TV in one listing you still need 10 positive feedbacks (will take a couple of hours and maybe $20 to buy the feedback on eBay).
