Yes but the buyer must file an item not received dispute. The seller will then have to prove the item was delivered. If they can't, the buyer gets a refund.
From what I've over the years, it is better to file an item not received dispute through paypal's resolution centre rather than ebay's.
Non paying buyers deserve unpaid item strikes.
